If you look for the pimples, you will see them. If you look for the smile and dimples, you will see them as well.

This is true whether someone is eyeing commerce or government. All systems are flawed, co-opted systems more so. This too is certainly true of business sector and public sector. In reality, they both seem to feel comfortable capturing each other.
