I believe Doeer promotes the idea that OKRs are to be erased and not used for compensation and promotion purposes. Hence there is an implicit and intended disconnect to prevent them from being used as strategic MBOs. To me, that is the secret sauce. The are complementary but largely disconnected.
Strategic OKRs seem to have a place. OKRs being proxies for strategy demonstrate a misunderstanding of both OKRs and strategy.
